Paul W.R. Hoskin, PE
Principal/Water Resources Director
Mr. Hoskin has more than 32 years of experience in the field of hydrology, hydraulics, drainage master planning and floodplain management. He has worked on several master drainage plans, storm drainage system design and floodplain delineation studies for multiple private and public clients throughout Arizona. His graduate research study was in the use of sediment transport techniques including the use of HEC-6. He also has experience in the use of TR-20, TR-55, HEC-1, HEC-2 and HEC-RAS. He has acted as Project Engineer and Project Manager with responsibilities for technical analysis, report writing and project control.
Thomas B. Ryan
Mr. Ryan has more than 30 years of experience local to the Valley which is comprehensive and extensive in the field of land development. His project experience includes numerous large master planned communities, residential developments ranging from low density to high density, commercial, and industrial projects. Mr. Ryan’s approach to project management is grounded in the responsibility and accountability of all the aspects of the project, including: the initial survey work, planning, preliminary plat/preliminary site planning, engineering (sewer, water, grading, paving, drainage, final plat), and the preparation of the construction documents. Mr. Ryan compliments his technical experience with the fundamental goal of establishing working relationships with the reviewing agency by engaging them early on in the project and including them as a valuable member of the team.
Ryan H. Raab, PE
Mr. Raab’s experience is in civil engineering design and project management for both the public and private sectors. He is knowledgeable in the design, planning and construction management of a wide range of public improvement projects. Mr. Raab brings a client’s visions to a designed and constructed reality. He has extensive project management experience in the planning and design of infrastructure improvements including roadways, water distribution lines, sewer collections mains and storm drain collection systems. Mr. Raab has played a major role in the quality control and constructability review for numerous engineering projects. His work displays sound engineering principles and practical implementation of design. His focus is on timely delivery of all project tasks. Mr. Raab is responsible for coordination with the client and other affected agencies, subconsultants, utilities and also with the public. He has been responsible for the planning, coordination and presentation to the public on several large projects.
J. Doug Both, CFM
Senior Project Manager
Mr. Both’s experience in civil engineering and storm water includes both public and private development projects. He is specialized in hydrologic studies, hydraulic analysis and design of flood control facilities, including storm drain and channel systems. He has prepared master drainage studies and design studies for single family, multi-family, and commercial developments, and has extensive experience in the application of the HEC-1, HEC-2 and HEC-RAS computer software. Mr. Both has performed floodplain delineation studies for urban and natural desert watercourses.He has prepared an extensive amount of map revision requests to FEMA, including both Conditional and Final Letters of Map Revisions (CLOMRs/LOMRs). He has extensive experience in watershed modeling utilizing HEC-1. This experience includes evaluations of drainage concepts for land development and public works projects. His design experience includes storm sewer systems, culverts, channels, bank and slope stabilization, and retention and detention basins.
Thomas Granillo, PE, CFM, RLS
Senior Project Manager
Mr. Granillo has over 28 years of professional experience in civil engineering and land surveying. His background includes roadway design, hydrologic modeling, storm drain design, the design of large diameter water mains, trunk main sewers, and non-potable water mains for numerous public and private clients. He also has experience in underground utility coordination and design, urban infrastructure requirements, and design of roadway environments.
Ken Converse, RLS
Mr. Converse is a Licensed Surveyor in Arizona, with 21 years of experience as a Registered Professional Surveyor. His expertise encompasses aerial mapping, topographic surveys, boundary surveys, cadastral surveys, right-of-way determination, drainage delineation studies, master planned communities, residential and commercial property surveys, surveys for towns and municipalities, recreational facilities, major roadways, streetscapes, and utility surveys. Mr. Converse possesses a strong knowledge of surveying methods and requirements, and a complete understanding of deliverables, both tangible and intangible, to successfully satisfy municipalities, government agencies, and private industries.
Jody Stone, RLS
Survey Manager – Prescott
Mr. Stone is a Licensed Surveyor in Arizona, with over 35 years of experience in the surveying sector. He has extensive management experience with small projects as well as large complex projects involving boundary survey and mapping. His expertise encompasses review of title reports, boundary analysis, preparation of ALTA/ACSM surveys, legal descriptions, Geodetic Control for large aerial mapping projects, Topographic Surveys, Boundary Surveys, Cadastral Surveys, golf courses, utility location, and Right-of-Way Determination. Mr. Stone specializes in Mining Projects, is MSHA/HAZWOPER/CPR Certified and has an established relationship with some of the largest copper mines in Arizona. He possesses overall industry knowledge in support of residential and commercial projects, as well as public works projects for the design and replacement of public utilities and improvements for Towns and Municipalities.
As the “go-to guy,” Mr. Mireles loves to meet the challenges of tight schedules and managing a variety of interconnected tasks. He does whatever it takes to provide dependable, reliable, quality service and work products. Mr. Mireles is good at planning projects from the deadline backwards, but he also jumps right into something when necessary. With experience in land development, ranging from the planning of large master-planned communities to the design of small individual lot grading, Mr. Mireles worked on the design, coordination, and production aspects of numerous residential, commercial, and surveying projects. Educated as an Architect, he also brings strong design skills to all of his projects and to his CADD Manager duties within the office. Mr. Mireles leads by example, overseeing the CADD Team and the submittals to various municipalities, counties, and government agencies in Arizona.
